Would it be possible to set up territories for julidochromis and shell dwellers so they breed in an aquarium with the dimensions of 30"x12"x12"?

I think it is too small for two species. I have no doubt that they would breed, but they will eat each others fry. I am assuming you want to have the fry?
It would be okay to raise up juveniles of these two species together, but when you want to breed them, I think they do better in species only tanks. That size would be perfect for a pair of Julies, and they will fill up the tank with fry. Or consider a colony shell dweller like multifaciatus or similis, a breeding group of these are a lot of fun to work with.
